><h3><strong>R\u00e9glementations et coutumes au Bangladesh<\/strong><\/h3>\n<p>Les douanes du Bangladesh d\u00e9pendent du National Board of Revenue (NBR), qui est la principale agence de collecte des imp\u00f4ts au Bangladesh. Le NBR fait partie de la division des ressources internes (IRD) du minist\u00e8re des finances. L&rsquo;aile douani\u00e8re du NBR formule des politiques concernant la perception et le recouvrement des droits de douane et des taxes connexes.<\/p>\n<p>En g\u00e9n\u00e9ral, les documents requis pour l&rsquo;importation comprennent un formulaire d&rsquo;autorisation de lettre de cr\u00e9dit, un connaissement ou une lettre de transport a\u00e9rien, une facture commerciale ou une liste de colisage, et un certificat d&rsquo;origine. Pour certains articles ou services import\u00e9s, des certifications ou des permis d&rsquo;importation suppl\u00e9mentaires li\u00e9s \u00e0 la sant\u00e9, \u00e0 la s\u00e9curit\u00e9 ou \u00e0 d&rsquo;autres questions sont requis par les agences gouvernementales comp\u00e9tentes. Des exigences r\u00e9duites en mati\u00e8re de documentation s&rsquo;appliquent au secteur public.<\/p>\n<p>Le Bangladesh impose des obligations d&rsquo;enregistrement aux importateurs commerciaux et aux consommateurs industriels priv\u00e9s. Dans certains cas, les enregistrements pr\u00e9cisent la valeur maximale en dollars des importations. Les importateurs commerciaux sont d\u00e9finis comme ceux qui importent des marchandises pour les vendre sans autre transformation. Les consommateurs industriels priv\u00e9s sont des unit\u00e9s enregistr\u00e9es aupr\u00e8s de l&rsquo;une des quatre agences de parrainage suivantes : la Bangladesh Export Processing Zones Authority (BEPZA), pour les industries situ\u00e9es dans les zones franches d&rsquo;exportation (ZFE) ; la Bangladesh Small and Cottage Industries Corporation (BSCIC), pour les petites et moyennes entreprises ; le Bangladesh Handloom Board, pour les industries du tissage manuel g\u00e9r\u00e9es par des associations de tisserands qui s&rsquo;efforcent de pr\u00e9server les techniques de tissage classiques du Bangladesh ; et le Bangladesh Investment Development Board (BIDA), pour toutes les autres industries priv\u00e9es.<\/p>\n<p>Les importateurs commerciaux et les consommateurs industriels priv\u00e9s (\u00e0 l&rsquo;exception de ceux situ\u00e9s dans les zones franches industrielles) doivent s&rsquo;enregistrer aupr\u00e8s du contr\u00f4leur principal des importations et des exportations (CCIE) du minist\u00e8re du commerce, qui d\u00e9livre des certificats d&rsquo;enregistrement des importations (IRC). Un IRC est g\u00e9n\u00e9ralement d\u00e9livr\u00e9 dans les trois jours ouvrables suivant la r\u00e9ception de la demande. Les importateurs commerciaux sont libres d&rsquo;importer toute quantit\u00e9 d&rsquo;articles non soumis \u00e0 des restrictions. Pour les consommateurs industriels, le CRI pr\u00e9cise la valeur maximale (le \u00ab\u00a0droit d&rsquo;importation\u00a0\u00bb) pour chaque produit que le consommateur industriel peut importer chaque ann\u00e9e, y compris les articles figurant sur la liste des importations restreintes. In the case of import by truck (through land customs stations), trucking company\/driver submits IGM to the customs authority. Once the Import General Manifest (IGM) is submitted online (In the case of import by truck, manually), the nominated C&amp;F Agent (or the importer himself) completes the goods declaration (popularly known as Bill of Entry or B\/E) from their own premises and submits the goods declaration to Customs systems through ASYCUDA World. The declaration or B\/E has to be made in a specific format, known as Single Administrative Document (SAD).<\/p>\n<p>The Prescribed Bill of Entry and Bill of Export Form Order, 2001 issued by the NBR outlines the documentary submission requirements. For release of goods from Customs, following documents need to be submitted along with the declaration for all types of imports:<\/p>\n<ul>\n<li>Letter of Credit (L\/C)<\/li>\n<li>Invoice<\/li>\n<li>Bill of Lading\/AWB\/Truck Receipt\/Railway Receipt<\/li>\n<li>Packing List<\/li>\n<li>\u201cCountry of Origin\u201d Certificate (except coal and export oriented garments industries)<\/li>\n<li>Insurance policy\/cover note<\/li>\n<li>VAT\/BIN Certificate<\/li>\n<\/ul>\n<p>Following additional documents are required for different types of goods, such as:<\/p>\n<p>BDS standard will be mandatory for clearence of 55 items, and in case where no certificate from and accredited laboratory from the exporting country is available, a certificate from the BSTI is necessary, as per Import Policy Order, 2015-2018 Para 26(28).<br \/>\nRadioactivity test report from the concerned authority of the exporting country for food items (Import Policy Order, 2015-2018 Para 16).<br \/>\nClearance certificate(s) from the Bangladesh Atomic Energy Commission for food items to the effect that the radioactivity level found in the imported food-stuff is within the acceptable limit (Import Policy Order, 2015-2018 Para 16(9)).<br \/>\nPre-shipment Inspection test report for milk food products and powder milk, coal and hard coke, Break Acrylic (HS 39.15 and 3915.90), M.S. Billets (7207) and for items where the value of a single item authorized for import by public sector agencies is Taka fifty lac or above.<br \/>\nApproval letter of the Chief Inspector of Explosives of the Ministry of Power, Energy &amp; Mineral Resources for import of explosives (Import Policy Order, 2015-2018 Para 26(1)).<br \/>\nCopy of intellectual property certificate (by the IPR holder of the exporting country) in the case of import of branded goods registered under any law related to IP in Bangladesh [Para 5(6)(c) of Import Policy Order, 2015-18]<br \/>\nOnce the duties and taxes are assessed by Customs, the importer (or his C&amp;F agent) pays duties and taxes. On payment of duties and taxes assessed, Customs issues release order for clearance and after completion of port formalities, goods are cleared.<\/p>\n<p>Samples valued up to US $100 and weighing up to 5 kg is cleared (through manual system) same-day (in Dhaka Air freight) if the consignee authorizes duty and tax to be billed to the shipper on the Air Waybill. Samples valued over US $100 and weighing more than 5 kg will require formal clearance through ASYCUDA WORLD system.<\/p>\n<p>It is to be noted that for the customs clearance of imported animals, plants and plant products, quarantine conditions (such as certification from quarantine department, fumigation etc.) shall have to be observed. As per Import Policy Order, 2015-2018 Para 26(60), fumigation is mandatory in case of import of raw cotton produced and packed in Western Hemisphere.<\/p>\n<p>If an import consignment is not cleared within 21 days (of the date of unloading at a Customs airport) or 30 days (of the date of unloading at a customs-port or a land customs station or customs-inland container depot), or within the extended time as the appropriate officer may allow, the consignment may be disposed of through auction [Section 82 of the Customs Act 1969].<\/p>\n<p>In cases, where it is not possible immediately to assess customs duty that may be payable on any imported goods for the reason that the goods require chemical or other test or a further enquiry for purposes of assessment, or that all the documents or complete documents or full information pertaining to those goods have not been furnished, Customs authority may assess the consignment provisionally. You may be subjected to additional health screening measures at the airport.<\/p>\n<h3><strong>Medical certificate<\/strong><\/h3>\n<p>On arrival in Bangladesh, all foreign nationals need to produce a medical certificate issued within 72 hours of travel indicating the passenger is COVID-19 negative. You should not use the NHS testing service to get a test in order to facilitate your travel to another country. You should arrange to take a private test.<\/p>\n<h3><strong>Quarantine requirements<\/strong><\/h3>\n<p>Those arriving from, or transiting, the UK are required to quarantine at a government facility, or government approved hotel, where they will be tested for COVID-19 after seven days. Those testing negative for COVID-19 in that test will be allowed to complete the remainder of the 14 day quarantine period through \u2018home quarantine\u2019. Those testing positive will be transferred to a designated government hospital where their remaining quarantine period will be assessed and determined. The Bangladesh authorities will retain passports of passengers while they remain in quarantine and will return them at the end of the quarantine period. Passengers arriving in Bangladesh, from countries other than the UK (i.e. NOT the UK) need to quarantine for 14 days. Typically this can be completed as self-quarantine but health officials at the point of entry to Bangladesh will assess whether passengers are able to self-quarantine or need to be taken to a government facility. In all circumstances, people staying in a government approved hotel, government facility or hospital will need to cover the costs of those stays.<\/p>\n<p>Passengers with a No Visa Required certificate (an arrangement for foreign nationals of Bangladeshi heritage) arriving in Bangladesh without a medical certificate indicating they are COVID-19 negative, or such passengers who display symptoms, will be transferred to a government facility where their quarantine period will be assessed and determined.<\/p>\n<h3><strong>Regular entry requirements<\/strong><\/h3>\n<h4>Visas<\/h4>\n<p>You\u2019ll need a visa to enter Bangladesh. You can get a visa from the Bangladesh High Commission in London. Foreign investors and businesspeople can apply for a visa on arrival on entry to Bangladesh on production of a PCR based COVID-19 negative medical certificate (in or with an English translation) issued within 72 hours of arriving in Bangladesh and the relevant supporting documents for getting an investment\/business visa. Visas on arrival for other people remain suspended.<br \/>\nForeign nationals currently in Bangladesh whose visas have expired have the option to extend their visa. There is a visa extension fee for this service, in addition to a penalty fee for overstaying. Visa extensions are available at the Department of Immigration and Passport of Bangladesh.<\/p>\n<p>If you intend to use Dhaka as a hub to visit other countries in the region, make sure you get a multiple entry visa. If you are intending to work in Bangladesh, make sure you get the correct visa before you travel.<\/p>\n<p>If you have had your passport renewed in Bangladesh, you will need a new visa. The Bangladesh Immigration &amp; Passport Department (telephone: 880 2 8159878 \/ 8123788 \/ 8123323) can issue an \u2018exit visa\u2019 or a \u2018no visa required\u2019 stamp. Officers there are unlikely to speak English, so you may need an interpreter.<\/p>\n<p>Make sure you have an entry stamp placed in your passport on entry into Bangladesh otherwise you may have problems on departure.<\/p>\n<h4>Passport validity<\/h4>\n<p>Your passport should be valid for at least 6 months when applying for a visa to visit Bangladesh.<\/p>\n<h4>UK Emergency Travel Documents<\/h4>\n<p>UK Emergency Travel Documents (ETDs) are accepted for entry, airside transit and exit from Bangladesh.
